Pre-Heat oven to 425F and line 2 baking sheets with parchment paper or silicon mat.
Combine the flour, onion powder, garlic powder and pepper in a bowl and mix well.
1 Cup All Purpose Flour, 1 Tablespoon Onion Powder, 1 Teaspoon Fresh Cracked Pepper, 1 Tablespoon Garlic Powder
In a separate bowl or container, whisk all the eggs together.

Heat up the water and butter in a sauce pan until boiling. Make sure the flour mixture is near the stove as once it starts boiling you will add it in. Mix until you have a nice dough while the heat is still on. Once the dough looks a bit dry take off the heat.

Transfer the cooked dough to a different bowl to cool down. Wait about 10 minutes and then add the eggs a little at a time. Add in 4 pours and mix well in between. You may need to change from a whisk and back to a wooden spoon to get it all mixed together.
Add in the 2 cups of shredded Queso De Bola (leave about 2 tablespoons for topping). Mix well.

To bake use a 1 tablespoon ice cream scooper to portion out the Queso De Bola Cheese Puffs on to a lined baking sheet.
Top with some leftover Queso and bake in the oven at 425F for 20 minutes. Turn down the temperature to 350F and cook for a further 5 minutes to dry out slightly.
Transfer to wire rack to cool slightly. But serve right away.
